Chief Warrant Officer 4 Neil B. Chandler, USN (Ret.), passed away peacefully on September 16, 2024, at the age of 99. Born on August 7, 1925, Neil lived a life of service, dedication, and love for both his country and family. Even with the onset of dementia, he remained amiable and kind.
At just 17 years old, Neil enlisted in the United States Navy during World War II, beginning an illustrious 37-year career that saw him rise to the rank of Chief Warrant Officer 4, the most senior in his field at the time of his retirement. His first commission was personally signed by President John F. Kennedy, a reflection of the era in which his naval service flourished.
Even though Neil was known to his family and friends as “Bud”, many of his colleagues and subordinates affectionately referred to him as "The Meanest Old Warrant Officer in the Navy," a nickname that reflected both his strictness and the deep respect he commanded. He believed in doing things right the first time and held those around him to the highest standards, instilling in his sailors the values of discipline and precision. While his tough exterior was legendary, those who served under him knew that his gruffness came from a place of dedication and care for their success and well-being.
Neil was not only a devoted sailor but also a deeply committed family man. He was preceded in death by his beloved wife of 62 years, Viola Chandler, with whom he shared a life full of love and partnership. He is survived by his four children, Dianne Chandler O’Donnell, Wiley Chandler and his wife Chiyoko, Susan Gardner and her husband Dan, Jeff Chandler and his wife Edie, eight grandchildren, and twenty-three great-grandchildren, all of whom carry on his legacy of determination, hard work, and loyalty. His family was his greatest source of pride, and his love for them was as strong as his dedication to his country.
Neil's passing marks the end of a life filled with service, but his legacy will endure in the Navy and the lives of those who knew him. His commitment to doing things the right way, both in his career and his personal life, will continue to inspire future generations.
A funeral service with full military honors will be held at Arlington National Cemetery on a date to be scheduled, where family, friends, and fellow service members will gather to honor the life of a man who gave so much to his country and his loved ones.
